The fact that you need to rep 10 other people to rep someone you already repped is annoying. Atleast make it such that we can rep them again every two days. Please.

It's a way of encouraging to pass along reps to others, and not continuously giving them to the same people over and over again.

I think it's fine as it is. Although i sometimes find it annoying when i want to rep them but it wont let me, but then i just take note and rep them later, Or rep other people by going through loads of posts until i have repped anough people to rep the person i wanted to rep in the first place.

I couldn't give rep to the last five persons I wanted to, but I just need to come out of the PC some more, I just can't find the time. The system is good the way it is.

I think it's annoying having this requirement. I think it should at least be reduced to 5 people before giving rep to the same person again. Sometimes I happen to give rep to the same people.
