I have a Windows 2003 Server that is running Terminal Services.  It has the licensing installed and the license manager is activated.  The server issues temporary licenses but will not issue the regular licenses to any clients.  The regular licenses show up in the license manager as available but they are never issued to the clients.  We have tried reinstalling the licenses and reactivating the ...

Hi, What type of TS CALs have you installed on your TS Licensing server?  If they are Per User, then you need to set your TS licensing mode to Per User as well.  This is done on your TS in Terminal Services Configuration (tscc.msc), click on Server Settings in the left pane, then double-click Licensing in the right pane.  Note that Per User licenses will not be issued or tracked, this is ...

Hi, What type of TS CALs have you installed on your TS Licensing server?  If they are Per User, then you need to set your TS licensing mode to Per User as well.  This is done on your TS in Terminal Services Configuration (tscc.msc), click on Server Settings in the left pane, then double-click Licensing in the right pane.  Note that Per User licenses will not be issued or tracked, this is normal behavior under 2003.
