Criteria is setting the bar a little too high, it should be flexible at the very least. I know Flynn and Lawson did well in their debuts... but then again you are talking about "outstanding".
Yet some 20+ pt games might not be as outstanding as other non 20+ pt performances by other rookies....

I guess Lawson doesn't qualify, but his performance was certainly outstanding.
I watched TWill's game, he looked good overall, but he needs to calm down a little. I think he looked a little nervous at times, causing him to commit some ugly looking turnovers. It also would've helped if...

I know it's probably because I'm a Nuggets fan but Lawson was huge tonight. 17\6\3\1 and had 1 turnover in witch was an alley oop pass. I'm almost 100% positive that 7 of his 17 points also came in a run in the 4th quarter. Doesn't meat your criteria but he contributed pretty big in a big win. ...

He had a great game, I'm so excited after watching his performance tonight. I'm really liking the PGs in the draft this year. Flynn looked great as well.
Re: Outstanding Rookie Performance 2009-2010 I don't think it meets any of the criteria, but Taj Gibson's game last night deserves a mention. 18/5/2 on 8-13 FG with 2 BLK/2 STL and 0 TO. I didn't see Taj play last night, but I assume his game was probably more outstanding than TWill's, who's game I saw and honestly didn't think was very impressive.
