The legislation has been supported and backed by the OKVMA. Dr Clay is part of the Veterinary Medical Examiners Board. The 25 puppies IS a HSUS number, this number has been used since H$U$ got Senator Santorum to sponsor the Pet Animal Welfare Act in 2005.

The number 25 is most definitely a HSUS position. (from the HSUS website) Currently, Colorado has a statewide law meant to regulate puppy mills, but it does nothing to limit the size of the facilities.
