He didn't say that lobbyists operate in a vacuum. He said lobbyists don't matter to the majority of Americans - most Americans make their political decisions for one of two reasons: 1. I'm a Democrat/Republican, because my parents were Democrat/Republican, and I'm staying that way. 2. Charisma. It is only a vocal minority in the United States that actually votes based on issues.
