Insanity is doing the same thing over and over and expecting different results.
Congress has passed 7 amnesties for illegal aliens, starting in 1986.

Illegal aliens cannot earn more than 2.00 an hour
Illegal aliens are not eligible for unemployment welfare or free medical service
using state or federal tax money.
Employers may hire, BUT, must abide by the law. This means the company must provide for all Medical problems, provide schooling for the kids, housing, utilities etc,

The problem remains mostly unsolvable. You simply cannot do much about 10 million people integrated into a larger ethnic community. It has to be managed while the problem is small...hundred of thousands rather than millions.
Most of the enforcement stuff simply drives the illegals to the grey market...where the government loses tax revenue and the illegals are abused. A lose lose....
