I can't comment on the situation in the US, but here in Europe I've just returned my Hertz President's Circle card and won't use them any more.

The upgrade availablity varies by car class, yet most people who are complaining in this thread neglect to mention which car class they're renting and which car class they're getting or not getting. A post like "the best car I've gotten lately is" is ...
I rarely get upgraded as Avis First. The program is very weak compared to National's Emerald Club Executive, so unless Avis is much cheaper or has a Delta miles promo going on, I rent from National now.
MKE has been the worst Avis location in my experience. They are very short staffed and the Preferred booth hasn't even been open...
Perhaps it might also have something to do with Avis' philosophy. Look at the following websites: National/Alamo, Enterprise, Dollar/Thrifty, Hertz, and finally Avis/Budget. Then how would you explain the generous promotion with Delta? I generally rent for only 2-3 days at a time, but I managed to get over 20K Delta miles. Maybe because that's a Delta product, not an Avis product per se? Rewards programs do cost them money, though.

I've been in First for maybe 6 months now and the upgrades have been hit and miss. I've gotten an SUV from Intermediate at PDX a couple times, but mostly just what I rented. No upgrades on my last trip. I just received a Corolla as an intermediate car in COS. They usually at least give me a small SUV there, and a Corolla is far from an intermediate car in my book. I love getting the Endeavor or the Santa Fe when they have them. They had plenty of upgrades available on their lot.
