I was looking at flights BKK-CNX and noticed the same thing. My understanding was that there were only 4 seats left at thoses fares. I happened to book 4 tickets. The next day I returned to the site just out of curiosity and the same icon showing the number 4 was still there.

Most of the airlines use number 9 as highest number, however, TG is using only number 4. So, if you see 4 with any booking code it may mean anything between 4 and 'plenty'... More info on interpreting the availability is here - http://www.kvstool.com/FAQ.php?Source=HOME#Interpr eting
