Where are you, globally speaking? Different countries have different cages, so knowing where you're located, means we can suggest cages from the right country. =)
Powder coated is definitely best. Other coatings can chip off, but as long as the powder coating has been done properly in the first place, there's no way a 'tiels going to get it off. 5/8ths is the maximum bar spacing for a 'tiel...

Right now he has bamboo sticks, vine rope and a cardboard ring I made into a swing for him on the outside of his cage. It doesn't last long though, after about 10 minutes he flies right off and waddles up to my feet looking at me.

The HQ flight cage is the most recommended cage for 'tiels in the US. I don't know if this is the best price, it was just the first link that came up. It's flat topped so you can easily make a play area up there for him.

Thank you for the link - I looked around the it does seem to be one of the best prices available... most want $150+
Just curious, I noticed all the bars are vertical, with large spacing between the horizontal ones. Since my bird cannot fly, would this cause a problem? He tends to "slide" down the vertical bars on his current cage, preferring to climb the horizontal ones.

Yea, the tiel will be fine. I have a tiel in the HQ flight cage and he loves it! Almost as much as I do! haha. Its easy to clean and has great access from all angles! I also love that the cage can be lifted off the cage easily and safely. Its the best cage for me.
