ABC in this case is the Australian Broadcasting Corporation, General Cosgrove was a famous Australian soldier. Anyway the story is a hoax. The original interview is attributed to a Scout Leader in Wales, it then became an American General and finally the Australian version. Check it out on any of the many Urban Legend sites.
