This sounds like a really complicated, tough situation. Can you establish good communication with their mother? Because ideally, you would all work together. These are kids that sound as if they are in real trouble. It strikes me that the first question is what is your husband's level of commitment to his kids? (i.e. Would you and he change your current family configuration to include them? Can he overcome whatever the communication...
