Agreed, C changes the meaning. "constant rate from x to y"; x and y should have numbers for this to be correct, however senctence wants to explain the scenario from 17th to 19th century. IMO A

IMO A In C it mens that the rate increased from 17th Century to 19the century.. but the rate is constant..
