I didn't look it up, but if your hotel is in/near the Plaka you will have easy walking. There are a couple of ways in, but I'd walk around to the "main" entrance and walk up past the theater area to get shots of the "front" of the park area which will hide the museum in the back. It's possible that you won't have the time to visit the Parthenon. If your 4pm arrival is at the airport, by the time you collect your things and make your way into Athens it will be close to or past closing time at the Parthenon. If this is the time of flight arrival/departure, your stay in Athens will be no more than 6pm->6am - may be even less. Only night shots will be available in Plaka and distant views of Acropolis, the Pillars of Olympic Zeus, Herodes Odeon, maybe a few more spots. But night shots can be also great, since all the above places have a lot of lighting. Prepare your tripod.

There was plenty of scaffolding when I visited earlier this year, and will (I'm sure) continue to be plenty. The Parthenon was more-or-less completely encased, as was the main entrance gate.
Please don't expect it to be empty of people: it won't be. But the later you can leave your visit the fewer people there will be. The official site:

You are simply not giving yourself any time at all, quite ridiculous, the Acropolis area is a quite extensive area of ruins. Scaffolding is present on some buildings on the Acropolis continuously for many decades, and that will continue for ever inevitably.
It does sound as if you are not interested in EXPERIENCING Greece or its sights in any meaningful way, merely in capturing the "best views" digitally. Have you lost the ability to actually feel and experience things first-hand, not through a viewfinder? Just wondering.
