I've always thought that school suspension is, 99% of the time, a counterproductive "punishment."
Most kids who misbehave to that degree would love nothing more than that. It punishes parents, who must find alternate arrangements or take days off (which many parents have in VERY short supply). And they get no education, do no work, perform no "community service." It's a holiday in exchange...

I was suspended once in HS. Some kid called my little sister the c word, fight ensued, both the kid and myself were suspended.

i think she got lucky.... i got caught drinking at 12 - not on school property but off and i was suspended for 45 days and not allowed on school property during school or athletic / activity hours! it was not the school suspension that i hated .... it was the punishment from my parents because of what happened that i hated! like PP said... it all depends on what the parents have them do ...
We had in school suspension. You sat in a specific classroom all day. Your assignments were handed to you and you did them. That's all you did, you sat with no speaking and no reading your own books, listening to music etc. You did homework or you sat and stared at the wall. you also only got 75% credit on all work done in ISS. so a normal A grade would only get a C. student A is a good student, never misses school or class and A average. its punishment for her b/c it will mess up her average.
student B is a bad student that does whatever they can to not be in school and wants to be suspended. not good for them as it is what they want.
It is punishment if the parents enforce restrictions while the child is at home. Otherwise, it's a vacation from school that a misbehaving child will enjoy. I do not like out of school suspension except in extreme cases where there might be legal issues to be dealt with as well. My school mostly does in-house suspension, which I feel is much more productive. I think it can be counter productive. Punish the kid by taking away something that they don't want to do in the first place, go to school.
