Have you tried the HP USB Disk Storage Format Tool V2.1.8
Not sure if it works in Vista or 7 though.

i've used the hp usb disk tool and it's pretty good. i've done it for video card bios, bios updates, windows from USB, etc etc. you can also put a custom bootdisk image.

you can resolve many if your issues with using a pre-made ms-dos start-up disk. i personally like the floppy images for windows 98se. the only potential hickup is getting a usb formatted size of 1.44MB, but software like partition magic can fix that.

You need to places some system files on the USB before install memtest .exe

Ah, ok so the 64Gb flash drive should be fine. I seem to remember hearing people complain about FAT32 being limited to 4Gb or something. Then again, maybe it was 32Gb... idk. I guess they were wrong.

When buying an external drive, I received a program capable of formatting a 500g drive with fat32, without either the partition limitation or the file limitation, I tested the drive on a PVR after formatting it, the PVR was only compatible with Fat32 file system and the drive works perfectly, so there are versions ( unofficial ) of fat32 out there, without partition or file limitations.

You might be able to get the drive to full capacity by using the software and instructions in the article about recovering USB drives posted on this thread . Some drives are manufactured without having their format fully tested, but this should restore it if it can be.
