How can Third-party candidates for federal funds for a presidential campaign?

They can get them. There are certain hurdles to be met. Mostly those funds are matching funds, so if you raise a certain amount, you can file for the matching funds. The Libertarians deal with this question every 4 years. Do they take matching funds? After all, they qualify for them. But then again, Libertarians hate the government doing this kind of thing.

John Anderson (1980), I believe, was the first 3rd Party candidate to receive Federal funding for his campaign...I think it has something to do with having to get more than 5% of the popular vote. (He was also the first Presidential candidate I ever voted for.)
