To answer your original question (rules aside) I would say to use the account that has the 80's on it. I would suggest if you do that though not to begin by playing those high level characters because you will feel lost and because people will think of you as an awful player. (not because you are bad, but simply because there is a lot you pick up as you play through the game and starting with all the skills can be a bit intimidating). So...

Yeah, I'd play the account with the lvl 80s in it. Try out the lvl 80s and see if u like them. Do some research and learn how to play them and try them out in some easy dungeons.
