The AF system probably oversold the AF flight and never sent any type of PN (Pending), HL (Holding List), UN (Unable to confirm) or LL (Listed on standby) message into the Apollo PNR. The UA agents would not be aware of any oversales on the AF side as technically the space is HK (confirmed) and at the bottom of their Apollo PNR they would still see a record locator sent back by AF meaning a PNR has been created on the AF side.
