The EU has just agreed to ban two substances used in hair dyes that are believed to cause skin allergies ( PPD and PTD ). In 2006, they banned 22 substances in hair dyes that were believed to cause bladder cancer. http://europa.eu/rapid/pressReleasesAction.do?refe rence=IP/06/1047
