If you're XD is like mine (I bet it is) you have to pull the trigger to get the barrel out, that's obviously not going to work.
You're only other option is to lock the slide open and ram a dowel rod down the barrel, but you're talking about...
Again, I'd say gunsmith.
But, if you feel like doing it yourself...
Excercise extreme trigger discipline when you do this, and consider whether or not you can make a hole in your floor...(gunsmith may be looking better now...).
Take it to a solid countertop, tabletop, etc. Place the edge of the slide on it, not going over the barrel. take a steady grip on it, depressing the grip ...

One thing that can happen when loading a short case or an out of spec bullet (either too long or to short) is that the bullet can impact the rim lip inside the chamber and wedge diagonally / in the chamber with the nose of the bullet caught on the lip that normally rests against the case. Say this is the chamber (on the left side) and barrel:...

I also didn't check the published OD of the case to see if it was different from a 9x19. Since the bullet is larger in diameter, I'm sure the OD is larger on the case also. It's .010" larger neck size on the Makarov from what I see, I would say that you are right.

Second thought: The melting temperature of brass is 1710 F, while the melting temperature of the steel in your slide is around 2600 F. Meanwhile, the melting temperature of the lead in the bullet is a lowly 621 F. So all you have to do is very carefully, with the barrel pointing down, heat your gun up to around 1710 F. The bullet and brass will melt and drop out the barrel, leaving your slide untouched. It's perfect.
