HERE is the Dell troubleshooting section of the 3000 manual. There are diagnostic lights, beep codes and the front panel power light colors which can help in troubleshooting.
We can't really determine much from what you've posted but the referenced Dell troublshooting aids may help.

So my Dim 3000 is acting up I ran a Dell Diag on it and i got 3 error codes.
4500:0019
5E00:021F
0F00:0659
About a week ago my computer started giving me problems so I back'd up my hard drive by cloning it to a new bigger newer hard drive. While switch out the Hard Drives somehow my Primary CD drive fried? Don't know how it happened but I smelt that funny weird burnt smell. The only...
