I only get this problem at certain gas stations w/ older pumps. The newer pumps don't cause me this problem. And the same thing happened w/ my '04, too.
Maybe it is just due to the design of the Forester gas tank. The neck may be too narrow and the fuel backs up quicker and tricks the pump to turn off. I get this problem with some gas stations, but others seem to work fine. I found it works best if I just barely put the nozzle in the tank.

has anyone tried cleaning the 'vent' hose ends per ferret's recommendation (on previous page)? It seems to me that the problems must be fixable...I can't imagine that this problem has existed since the car was brand new (but I could be wrong :) )
I'm having this problem with my wifes '03 Forester. The dealer messed with it under warranty when the car was about 1 year old. I poked around under the car last night. Are we talking about the thicker hoses with no clamps, or the smaller ones?

I'm having the same problem. Would the '99 forester be the same as the 03's?
I have an 01 in the shop now. Had to remove the tank and replace the valve on the top of the tank. Fun fun

I'm having this same issue in my 04 2.5X. Using the steps in the bulletin Peaty posted at the start, I determined the issues lay past the canister. I dropped the canister, and checked it. air flows fine if you inject it into the FUEL TANK line, and it comes out both the Purge and Drain line.
Which of these is supposed to be responsible for allowing the tank to exhale while filling? ...
I have the same problem with my 04 XT. At first I thought it's the way CA gas stations work to battle their smog problem. And then it happened in OR, WA, and now BC Canada.
Thanks for all your posts. I will check around the canister. :)
I'll be heading to my friendly shop this week to take care of this in the '02 SF. Haven't driven it much inthe past year and the piping must have gotten clogged up.
I helped them do one a couple months back and we actually found a small accorn in the piping. Darned squirrels.
So it's been more than a few days and the problem persisted. The flow is slightly better but I still have to stand in the cold for 15min for a full fill up. I brought the car to the dealership and they have made the assumption there might be rust in the gas tank (the car was from SOCAL ) and the one-way valve on top of the tank needs to be replaced. They quoted 6 hours for the work ($100/hour) and over $900 in parts. I think I am going...
Fixed my fueling problem. After removing and testing both solenoids, and checking for obstructions, replacing the canister has solved the problem. Just for fun I ended weighing the new and old canister. The old one was almost a pound heavier than the new. Anyway, no more freezing my butt of refueling in the winter.

The pump nozzle is a specific length for a good reason and...
This is not just a Subaru issue. I had the same problem with my Ford Focus. I found a nest in the vent line from the purge valve. Look around on the net, people are finding spider nests in all kinds of cars.
