Well there's text editors (you directly edit the code) and WYSIWYG (you see what the website would look like to an end user, the program writes the code for you).
for text, Notepad++ is a good solution

How long do you need the program for? You can get a trial period of PHPDesigner which is my favorite program to use for a majority of my programming.
Otherwise, Notepad++ gets my vote.

Notepad++ is decent if you're on Windows and don't need WYSIWYG editing. Not too familiar with the other options as I'm a big ol' fan of vim on the linux.
