I think the artifact is fine, esp if it acts in all other respects as a lunar's tatoos. I would vote for Artifact 3 and attunment cost of 6. _________________ Have a good night

i remember in the player's guide of 1st edition that it said that the children of celestial exalts have never exalted. and that it was made this way to prevent dynasties. this is of course only relevant if you still use any material from canon player's guide.

By the guidelines from OC it is an artifact 3
It adds 3 dice to hit and 3 dice for defense. The example shield that adds 3 to DV is an artifact 3. By canon this could not be less than an artifact 3. _________________ Have a good night
And I could point out a whole host of level 3 items far more powerful then this little bugger. What's your point? WW has never written a consistent system in its existence. "By canon" I can prove that this is too weak to be a level 3.

Also, the Thunderbolt Shield is Artifact 2. I'd call the tatoos a 2 with attunement, 3 without. But I only say that because I'm assuming these would work with Claws of the Silver Moon charm. If it only works with your hands and mutations (gained the traditional way or with Knacks/DBM), then 2 no attunement
I would second the "Artifact 2, 3 mote commitment" suggestion.
