someone always has to be the highest in the game. if you only played people higher than you wouldnt they be playing lower levels than themselves or like the post above says which was posted while i was typing. [Edited on 09.16.2009 9:17 AM PDT]

but... if everyone is ranked higher than you, then they are playing lower levels.

I agree. All players should only be matched up against players of a higher rank. And then we should divide by zero.
