Wait and get your refund back, then file a non performing seller report against her and give her negative feedback. If she doesn't refund, then file an INR through Paypal. Look at the top right corner of this page and choose the link that says "Seller refused to sell?" Unless you want to travel to her state and file in small claims court, there is nothing you can do to make a seller send you your item. You can, however, file a non-performing seller report and leave her a well deserved neg (and 1's on all her stars). But that's it.
