I would not ride anywhere with out my modulator. You are proof that they work. It may be annoying, but you saw him, and that's the point. I got waved by a Sheriff to the side of the road once. I think they're more distracting. A guy with one on his cruiser got behind me on my way to school once several years ago. I thought he had a wiring problem until I heard about the modulators later on. Either way I found it extremely annoying. So much so I had a hard time paying attention to anything else on the road. I like mine on the low-beam so as not to be annoying and blinding. But still, sometimes people pull over thinking I'm a cop or something, or maybe it's just annoying. How they think I'm a cop without red or blue lights, I'll never know. Point is, they see me!
