first, when u do a search on a file (in my case it's a file i've been trying to dowload forever) and it has 0% under the complete sources column, does this mean that this file will never be completed? the second question on the same subject: if all of the known clients that have parts to this particular file, all have "no needed parts" in the download status column, does this also mean ...

Remember if the files are nearly complete, you can often still use them, depending on how lucky and desperate you are. For example if you're missing chunks from an .avi you can still watch the remainder of it as long as you have the first chunk (not sure if the last is needed to watch too, as it is for preview), and you can extract any completely downloaded files from incomplete archives....
