Who made the requirement that a country's citizens has to hit mainland USA to be worthy an occupation? Apparently WWI and WWII were lacking this requirement too.

Uh ..... last time I checked, we got into WWII because we were attacked on american territory. And we went to war with the country that those people were from (along with their declared allies), not an easy target in the neighborhood.
