I was under the impression that ribbon 1 & 2 contained the exact same colors (yellow, red, & blue). I own a pair of each and in both cases the yellows are strikingly different with second ribbons yellow being much darker than the vibrant first. Likewise with the second set. Don't sweat the different shades of colors. I just looked at my "rack," and there's not two ribbons on it that are the same shade of color. It's no big deal if the gold on the PUC doesn't exactly match the gold on the CAR...or if the green NUC matches the green MUC. No worries. Your presumption that the two colors should be identical may be correct, but the only way to be certain is to research the orders that created each, and discover whether they were commissioned with the same mil spec standard.
