Smith has Sid in handcuffs at the Victory Hotel. They interrogate him, Sid says he has blackmail stuff in his car, getting Bud out to get Exely. Now, Bud goes back to the Victory Hotel, sees Sid's dead body. He gets the phony call saying Exely wants to see him at the Victory Hotel. Next scene, Bud is driving to Exely at VH. Is this a huge gap/plot hole, or did I miss something?...

Sid's body is not at the Victory Hotel, it's at his office. Bud went to see him there and finds all the cops. Never attribute to malice that which can be adequately explained by stupidity.

Ok, so Smith killed Sid at the hotel and moved his body to his office. That makes sense, thanks.
