I would also include extreme northern parts of OK and KY in the Midwest. I would also include southern WV, northern FL, and much of TX and OK in the SE. Have at it! I live in Kentucky, which is more Southern culturally but we have an increasing amount of Midwestern transplants to give it a good "blend." I would tie the MW and SE in terms of friendliness (w/ the exception of Indiana, ...

Midwest people tend to be more humble and down to earth since all they hear is everyone always telling them they live in flyover country, it's boring and the weather sucks.

I'll have to say in my travels I haven't noticed people in Charelston SC, Savannah GA, or Gulfport MS were any friendlier than people in Cleveland or suburban Philadelphia. I do think Southern food and political values are better (more business friendly tax codes in South = more new jobs)
