I believe you have to be under his direct supervision, meaning he has to be able to see you at all times.

Yeah the supervising rider has to actually be supervising you. I am aware that a lot of people just ride around with their permits. If you want to risk it, that's up to you. When I had my permit I took a few rides unsupervised, but in that scenario I also strictly followed all regulations so that hopefully I wouldn't be pulled over at all.

Are there other states with rules like that? I've never heard of such a restrictive setup.

Technically if the cop was really having a bad day he could site you for not being within a quarter mile of the supervising rider and under direct supervision. In most cases the intent of these laws wasn't to have the rider standing there or in the house but rather, riding with you hence the use of the term supervision. One thing I would like to know is if the licensed motorcycle rider actually has to be on a motorcycle or can they be in a car. Really, when you think about it, what's the other guy going to do if things go wrong anyway?
