As an engineer and computer guy, I put only what is to be quoted inside the quotes. For example, writing Click on Start, then Run, type "cmd.exe," then hit Enter. is wrong since if you typed the comma in the 'Run' box it would not work. What is the rule for puncuating a sentence with a quote at the end that contains its own punctuation that is necessarily different than the framing sentence, such as "Wow, look at those hot chicks on the beach!"? Do you see the punctuational dilemma?

I always thought that you put any punctuation you need outside the speech quotes, unless it's redundant. So if your passing a sentence as SkepticScott suggests you'd get: Jekyll said "I don't understand.". It depends whether you're quoting a part of something ( e.g. a sentence fragment) or you're involved in an example of direct speech. For example: Jekyll said, "I don't understand."
