Frame Rate Slow Down, need help plz

Doing an animation and trying to get a rapid movement. Problem is some major slow down. The movement is motion tweened and running at 30 frames a second but only has about 30 frames. Should move like lightning but doesn't. Any ideas what the problem is. I have tried exporting the movie, removing layers, compressing data or what ever and nothing seems to work.
