Hi Sam - It is my belief that individuals and governments could, and almost surely would, spend the money on endeavors that I find less socially useful (if not in fact detrimental). I don't think there is a "general attitude" in America, because of the forces you mentioned. It also depends on where you live and what your industry or parents or peers are like.
