I assumed that he meant on a progressive basis. That is, only earnings above 500k would be taxed at 60%. People love to go on about it, but I'm unaware of any tax system anywhere in the world where when you reach a certain income, taxes on all your income go up.

I agree immigration reform is needed, but here are two problems that I see with this:
Many illegal immigrants DO pay taxes. There are many punishments against employers who hire illegal aliens, and they are basically working.
