You may be better off using photoshop to set those corners background color to the same as your forums background. Removing them will just show the "top gradient" image, and does not work out so well.

Concerning 1 and 2: If the user has set up his timezone with UTC +7, for him ALL posts will be shown in the timezone UTC +7. Same issue if the user with UTC +7 makes a post, he will see the post in UTC +7 format, but users with the timezone GMT/UTC will see it in the UTC format. 3: As far as I know you can't overwrite it without a modification. You can prevent them from changing it using the UCP though by editing it out in the templates...

Look at it this way: if there were a way for any arbitrary person to seize control of a phpBB board, that would be a huge, gaping security hole. You're only options are: Try harder to contact the original owner of the site and hope they are willing to transfer ownership to you. Start a new site.
