In actuality your graphics chip is a crappy Intel graphics chip which combined with your Celeron cpu and low amount of ram I'm surprised it's running at all. Are you running a vanilla game? (no mods or custom content) If you are using mods or custom content remove all of that and try running it after checking to see if your video driver is the most current available. If you're running this is in a laptop go to your laptop's...

The game must be started with the most recent or most recently installed game. 'Conflict with Emulation Software detected.' DOWNLOADING WITH Q-EXPRESS Some sites let you download with Q-express (Mod the sims 2 for example) and to those of you thinking of downloading it, then my advice to you is: DOWNLOAD IT! You need to set the resolution for the game from within the options panel of the game. More than likely you've got it set to where it exceeds that resolution somehow and it's overwhelming your crappy integrated chipset. Make sure you also have the most current video drivers from your laptop's support site and try again. If it still won't , uninstall the game and reinstall it and see if that helps. When you start the game up...

Sim City 4 spoiled me in this regard. I no longer have just one "Dream City"
Each region was a district in my huge "Dream City"
-I had the "down town district" which was mainly commercial, the huge skyscrappers and the like.
-Next to it was my entertainment district. Here I had my sports area, touristy stuff like a CN Tower. Club area, cruise ship port, huge park, intersting looking ...

After further consideration, we're temporarily delaying the rollout of this update as there have been significant issues during the upgrade process. We're currently looking at how to eliminate or mitigate these bugs, however several of them have caused enough troubles to warrant additional tests and preventive measures to control these bugs.
