Are you sure the $250k cap is not indexed to inflation? That seems like a no brainer. Sounds fantastic otherwise. It's at least a good start toward breaking down the state barriers that are costing the system so much money right now.

The prison system is not what is bankrupting California. Those with the best information and position and training to know say that they need 40,000 more. I'd trust their reasoning over late-night pundits and professional screwballs like Biden any day.
