No wonder the browsing option would take place faster than the pinging because while using the ping option, lots of elements could play roles like the software you are using, the ISP settings and how they allow or even process such tasks over the net, the datacenters containing the actual websites documents on the other side of the line, etc.

You know, its better to get a VPS with great services, don't mind the prize. There are some VPS hosting that are so cheap and they give their customers a bad service, so you are wasting your money in that VPS. My advice is look for a VPS that has great service and also check some reviews about the VPS if the host is good and hey give up good services.
