As long as the PSU has a single 12V rail and isn't in a virtual rail config then judging using wattage of the 12V rail is perfectly valid. The important figure is Combined Amperage or Wattage on the 12V rail(s) noting that on multi rail units adding up the capabilities of each rail may come to more than the combined figure states is allowed. It's just Ohms Law. a PSU with a single rail capable of supplying 700W max to the 12V rail...

I know the 5800 series are the latest and greatest but IMO dropping all 4800 series cards from these driver comparisons makes the article pretty pointless for a heck of a lot of people. 5800 series owners are the minority. Is this a SATA Drive or IDE? What do you have those settings per that info set to in the BIOS? If it is an IDE Drive be sure you have the jumper in the correct place, and the drive in the proper place on the cable. Master is the end of the IDE Cable, slave is the middle. I won't make too much comment on what I may or may not have already seen other places on the net but what bugs me is the "hint" to DX11 when you showed the benchmark tool....... the 4890 is NOT DX11 capable. Did you neglect to mention that ?

Did you create a DNS and DHCP server properly on your primary active Directory server? Windows 2003 and 2008 require a proper DNS server with SOA entries. You need to create a reverse DNS lookup inside DNS for proper resolution.

Cat 9.9/10 are junk. Use the driver that come with 9.8 preferably without installing Catalyst Control Center. Use Ati Tray Tools instead.

Yes, sounds like antenna issues to me. They should work with only two, but you are better off putting in three. When using two you have to be sure you connect them to the correct places, did you read up on this? I can't remember which two, but I know it will not function properly if you put them in the wrong places. So you may need to try moving them around to the other connects
