Your best bet, as far as I can see, is to join the north east regional group and watch out for, or even request, relevant topics. You could also join the SIG for Change, Configuration & Release Mgt although it is most likely to meet a long way south of you (and even of me). I don't know how active these groups are, but as well as meetings they seem to have a forum each. So if you can't get to meetings you will still be able to...

The situation is this, at this organization. Prior to receipt of all approvals, ALL ducks must be in a row. No approval is to be provided unless, testing, documentation, training, notification prep, planning etc have been done. If a task is required to have been completed in prep for the implementation and it has not been done by the required approval date, the instruction is to reject the rfc, not to approve it trusting that is will be done...

IT's called Freecell Seriously, though, Bambi the grumpy old git has a point. What you need to do imho is work out what certifications you may be interested in and why. The why will be hard for you as you haven't worked in the industry. For example project management may be nothing like what you thought. the company is happy with how IT is managed through this software and is wanting to implement similar 'Service Request / Work Request

Think of pre-approved changes as being activities involving changes that can be effectively controlled and expedited without recourse to the general change management process which involves a certain amount of investigation and assessment and requires a planning process before applying the changes.

We have a similar concept of lead times as follows:
emergency - 1 minute (to ensure they are logged before the event)
minor - 1 day
significant - 1 week
major - 1 month
Like you these are measures from the date/time of provisional approval, rather than submission, to avoid issues where changes take a long time to impact assess.

pay the money and go on a 3 day foundations course. better yet, get your employer to pay.
that aside, just buy an ITIL pocket book. about 15 euros. just to get familiar with some of the terminology.
