They do prefer low pressure, but that rotary pump is somehow regulated internally right out of the box and so far always makes the 2.5 PSI (or whatever pressure the particular model spec's) , most of those solenoid pumps make more or are very inconsistant even though they claim to be constant pressure. If your pump clicks you need a regulator. Same with the big Holley rotary pumps that look like a remote oil filter with wires, way too...

Are you getting power through your solenoid? If the contacts in the solenoid are burnt or corroded the solenoid will click, but power will not pass through to the starter. If the starter brushes are stuck in their holders or too short the same might happen.

I just ordered some special 3M shrink tube to try for this application on a customers car. It takes a real heat gun to shrink (no hairdryers ) but it cools very very stiff. Knowing that this product will only shrink 50% seemingly makes it ideal. Hey, I know rock bottom too. Been working on my 66 square for better than 2 years. Have a nice new rebuilt tranny for it, so of course the engine just took a crap. And then there are the floors, and the interior, etc. Been getting pressure from my non type 3 VW friends to sell it off and focus on a cheapo bus/shed I have.

Hose clamp loose? Port working its way out of the fuel pump? Tap it back in and safety wire it to the fuel pump. Clean the fuel mess up. Get a fire extinguisher (shouldn't get a fire just be safe) have your helper turn it over (with coil/distributor wire disconnected to prevent starting) while you look for the leak. I'm sure if you absolutely wanted to, you could just put it over the top of the old stuff but why bother? If it falls off it might get sucked into the fan which is no good and if it's thin crappy tar board then who knows how long it'll last before it gets brittle and wavy.
I'd say either buy more quality tar board or use a more "modern" material. I'm sure Viande will chime in soon and ...
