I just used the spreadsheet. I got the same information. However, I interpreted the results differently. Yes, Devastate is a lot better than Revenge, Concussion Blow and Shockwave for threat. But. Devastate is not better than Revenge, Concussion Blow and Shockwave for damage. If. You have 2 points in Improved Revenge.

The hesitation of Blizzard to do the racial changes was due to Will of the Forsaken and Every Man For Himself because of their effectiveness in PVP. It's of no surprise Blizzard fixed it when they allowed the change. People keep complaining about this, the faction change, server change, name change and so forth but none of them have any true impact on the game. They don't give you an advantage...
