I think it's a question of value. The value in cellular isn't in voice quality/network coverage, it's in mobility. So much so that the cellular carriers can get away with poking fun at their industry's reputation for poor quality. I've advocated that cellular outages or poor quality be reportable to state PUCs, and if I remember correctly, California made
some noise about that awhile ...
