Yes, it would be very easy to rewire one switch as an override switch to turn the whole system on or off and use a single pole wall sensor to turn the light on.
Go buy a single pole switch and your motion detector. Shut the power off and we can walk you through it.

Usually they are made on site out of cardboard, craft paper, plywood, cut up boxes or what ever else is available. However you should be able to check the Yellow pages for companies that sell cartons.

Tyvek is designed to pass moisture out but not in. The furring strips provide and air gap for that moisture to escape. Styrofoam is not going to accomplish that. When warm moist air enters the wall cavity it will be trapped and probably condense.

Stucco,
There is no easy way to get rid of a heavy stucco texture short of ripping out the drywall. A mild texture might be covered with a skim coat or two of drywall compound. Either case sounds like way too much work for a rental apartment. I would either find a different apartment or learn to love stucco

Polycrylic is not a polyurethane. Urethanes are often sanded because, once fully cured, they don't like to stick to themselves. A scuff sanding is done to assure adhesion. Such is not the case with acrylics. If in doubt, follow the directions on the can, but I don't think you will have problems not sanding between coats. If you're going to install a new roof, it is always best to strip it to the sheathing and start anew. The only exception to that I'll make is if weather is really unstable and you don't have time to strip and get a new roof on before the next rain. Without seeing the walls for ourselves, there's no way to diagnose the extent of the problem. It sounds like many layers of paint and somewhere along the line an incompatible paint got used which caused the issue you describe. Is the crackling in some areas but not others? Only one room or all?

I just did a similar conversion and installed a P-Tec unit. A P-Tec is the same type of heat/ac unit that you'll find at most hotels these days. The unit I put in was extremely quiet. I don't recall the size of the unit installed, probably between 1/2 and 1 ton, our finished room was 17x18. I can tell you we oversized the unit a bit because there was no insulation in the walls or ceiling.
