Perhaps MOE should stipulate a time frame, eg, the family must have lived in the address for at least 2 years before the child could be considered for 1 km proximity. Some people certainly had unfair advantage if they chose to buy a resale or rent a unit just months before school registration begins - and some of these people are not even citizens.

.....opposition or not, just substantiate the allegations with concrete evidences or facts then there is not much the PAP can do......... .....unscrupulous oppositions who do the "hit and run" tactics with no justifications suffer the full wrath from their opponents.............
