You don't have to choose. They're designed to work together. When it's important to know how an NPC reacts to a PC, you use the Reaction Roll Table. However, if the player chooses, his PC can make an Influence Roll against the NPC instead. You then use the Influence Roll rules. So it's actually the player's choice, not the GM's. My wife's PC was the group Combat Op in a Black Ops game. She had recently taken possession of a gauss rifle that had a muzzle velocity of around 2000m/s.

Their " gold box sales" have mostly been poorly-rated items. I have no idea if they've raised the prices in prep for Christmas, but they're generally not worth it...
They're also selling stuff that is a year or two old. I picked up decent (I hope...) items. A GPS and a digital camera. We'll see if they're good.

I have a thing for light armoured vehicles such as the Ferret and Fox armoured cars, the Cadillac Gauge V-series vehicles, and so forth. I could (and probably will) come up with stats of my own for them, but I have had so much going on lately that the project keeps slipping my mind.
What I am most interested in, though, are some solid guidelines for converting real-world stats into GURPS ...

It depends on the setting.
In some settings, Wealth comes first. You use Wealth to pay for a cost of living; people look at your cost of living and attribute the appropriate Status to you. If you get more Wealth, and spend it on a higher standard of living, your Status rises; if you have to cut back, it falls.
