I've heard people mention it. I've also noticed the link to it in my GWT console. Once you log into your account, select the old domain. Then click site configuration, then change of address. The four steps are read the guide, 301 old to new, add the new site to GWT, then submit the change of address on the old domain. I know that you are looking for maximum reach with minimum work.... however, I would hire this person because then you have absolute control over how the work is done. If you give the job out and the person who does the work screws up or further subcontracts it out to an incompetent then you will still be hit with the outfall.

Rather than focusing on selling, focus on adding value to the web. Also make friends with people with big sites, beg them to link to you. Create a community. Be remarkable... Get people talking about you. Do something unique. Think outside of the box.
You aren't going to get top ranks for highly competitve keywords easily. Sometimes highly competitive terms don't convert as well ...

I am assuming these are site wide links, so yes they won't help you at all.
In fact we have seen improvement when these are removed.
We have put cities in the side bar, not on the top nav, and seen very positive results.
The landing pages for each city were optimized pages with outside links into each one

If you want to rank for "Dank Weed", then MAKE SURE you have "Dank Weed" in your title tag for your homepage!
Also, make sure you have the keyword phrase on your page, and at least once with H1 tags
Also, make sure to build backlinks with the anchor text "Dank Weed"
All 3 are important, but 1 & 3 are the most important.

Frankly I am surprised they don't take speed into account already. Every usability study I have ever seen points to users being very upset with slow sites. Hence they are less likely to be 'what the user is looking for' on many searches.
The abandonment rates are abysmal for slow sites. Every webmaster/marketer/developer/etc. should already be aware of speed ...
