Html vs dynamic pages

The simple answer is to say the html, but only because there's a blue million ways to screw up the php (also a red million ways to get it right). So without knowing how you would deliver the content through the php, I'd have to incline towards the html. If you wanted to provide an example, then the php could be critiqued. (Ultimately the php would most likely be easier on your end, so getting it right through php is your best option.)

Good responses, thanks. This is the situation that got me thinking: I have a new client that ranks in the top 10 for a ~1 million/mo [phrase match] search volume on a single keyword. The website is *not* an ecommerce site, but could be, in fact the site is very basic, old school. When I was reviewing the competition, I clicked the "fewer shopping sites" link, and suddenly my client was #1. That made the wheels start turning...

In a highly uncompetitive market, meta spam can do the trick.
Most likely, though, you could permanently outrank them with a few links. Especially since as soon as you go and change your metas to something spamtastic such as this, they'll go out and try to outrank you anyway.
Alternatively, if you could target a page towards each term and actually create viable content for it,...

So a page that says 269,000 for instance is really 2, 690,000? for example refinance loan is only 269,000 in my google search. Seems kind of low to me.

The article is correct, Google now updates daily and not every few weeks.

If a large number of crappy links were what pushed you to the top, then they likely were devalued if/when this link was discovered and reported.
That would appear the same as a penalty would. Do you show up for any searches at all, such as your company name or domain name (not in the form of a web address)?

Google wont actually penalise you for link-building. They will just ignore many of the new links if they think they have been built artificially.
Build steadily and use variations of tags. Best is to just let people link using whatever text they like. Then they will be varied but will converge around certain ...
